    Start Grains - 25.3 NEVER EXCEED - 28.0 Velocity FPS - 3081 NEVER EXCEED - 3390 Press Units - 53,600 PSI Min.

    You have the correct data as published by Alliant powder with these notes

    USE THIS DATA WITH ALLIANT BRAND POWDERS ONLY.
    REDUCE LOADING DATA 10% TO START AND WORK-UP.
    DO NOT EXCEED THE ABOVE LOAD.

    This is why you start low and work up the load.

    And .223/5.56 especially. 5.56 is loaded to higher pressures. And ammunition for bolt actions tend to allow higher charges.

    Just because it is in a manual, doesn't mean it is safe for YOUR gun.

    It also seems to me, that later manuals have gotten a bit more conservative in their Max loads.

    If you pull a post from the past I asked for the same reload question. I believe i tried 24 grains and had high pressure signs in my 16 in barrel ar. I would start at 23 grains and start there.

    Yep, I'm going to start @ 23 should be a ~10% reduction for the lowest load, and will work up from that.
