SB281- Testimony in Opposition

Good Evening Senators.
I'm Carroll County Commissioner Richard Rothschild and it's time to return to basics.
Disregard of the Bible and Constitution invariably comes from those that know the least about either.
Citizens mistakenly believe the 2nd Amendment gives them the right to bear arms, but that is incorrect, because that right is unalienable, and comes from God.
The 2nd Amendment is a restrictive covenant against government. The right [to keep and bear arms] SHALL NOT BE INFRINGED… It is NOT AMBIGUOUS... and Heller vs Washington affirmed this right is individual, and unconnected to service in a militia.
SB281 bans magazines above 10 rounds. Yet, in United States vs. Miller, the Supreme Court implicitly acknowledged bans on weapons and magazines akin to those used by the U.S. military is… [pause] unconstitutional.
Annapolis has failed to bring its concealed carry laws into compliance with the Constitution; and instead embarks on additional 2nd amendment impingements. These are serious violations.
State Officials are not sovereigns, WE-THE-PEOPLE are the sovereigns. Officials that violate the Constitution, can be held accountable and removed from office.
Alexander Hamilton- In Federalist Paper #78- states, “…No legislative act, therefore, contrary to the Constitution, can be valid. To deny this, would be to affirm…that… representatives of the people are superior to the people themselves; that men acting by virtue of powers, may do [what is forbidden].
Let’s be clear. We are NOT a democracy, We are a Constitutional Republic, and the MAJORITY does not have the AUTHORITY to vote away the RIGHTS of the MINORITY.
I realize your intentions may be good, but they do not matter.
Daniel Webster explained, “Good intentions will always be pleaded for every assumption of authority. It is hardly too strong to say that the Constitution was made to guard the people against the dangers of good intentions. There are men in all ages who mean to govern well, but they mean to govern. They promise to be good masters, but they mean to be masters.”
The right to bear arms is unalienable, and is NOT yours to take away.
You took an oath to uphold the constitution. This is your chance to rise above politics by PROVING YOU WILL NOT TOLERATE THE INTOLERABLE.
Sheriff Tregoning and the Carroll County Commissioners oppose this bill and intend to up hold our oaths of office. The question for today is this: ARE YOU GOING TO UPHOLD YOURS?
