It's not a high explosive (supersonic detonation wave) but a low explosive (i.e. subsonic det wave velocity a.k.a. deflagration). It is still an explosive by DoT, Army, and Navy definitions, but can legally be transported and stored as if it was not, in small quantities.Smokeless propellant is not an explosive.
And, technically, under the right pressure and temperature conditions, or if sufficiently shocked, nitrocellulose can do a def to det transition or detonate right from the start.
