I transferred about two months ago at the Glen Burnie barracks. On the third or fourth day a Trooper called to tell me not to transfer until something was cleared up with the buyer. I was told that when I received the "Not Disapproved" paperwork in the mail, than I'd be ok to transfer ownership...

You should be ok. Buds has not failed me yet, and I've bought and sold through them. For a place in Kentucky, they are pretty good about trying to keep up with legalities in all the states, even complicated ones like ours, and taking care of their customers.
