      19 yr old and handgun at range

      I have been asked to take an 19 yr old boy and his mother to the range for first time handgun shooting. Perhaps it is just the times I am at the handgun range, but I am not sure I have ever seen teenagers or younger shooting handguns. Is it allowed, or do they need to be 21? thanks dan
