Is the P-64 considered C&R regardless of age? A friend of mine got one with his C&R license and the date on the gun is 1969. Is that kosher?

If you're an FFL03 you should familiarize yourself with the laws. Assuming you're not, any gun becomes C & R at 50 yrs of production. Certain guns may be added to the C & R list if petitioned by museum curators or similar as "curios" for some reason. The CZ -82 is an example of the latter. So yes, some are C & R regardless of age. The P-64 is a very popular C & R handgun.
