Part of it was that Lancaster Co had already stopped issuing NR permits to people with Restricted permits IE Marylanders.
I got mine in downtown Lancaster just 4 weeks ago with my restricted Md permit.
So your the one... JK. I had gotten that info from a PA gun forum..
And as of right now, the Sheriff says he is going to change it back...

I'm running up there next week with my DE CCP. I don't see a requirement for a photo?
They take your picture.
Delaware county won't take any md ccw if it has any restrictions now. Should start a sticky as to which counties will still do.

OK. In Lancaster today. From the time I entered the Sheriff's office until I had my PA CCP in hand was 35-40 minutes (would have been sooner except guy in front of me had some address issues that took 10 minutes). Were only four or five ahead of me, and two after I was finished. I have a DE CCP (moved there from MD last fall when I retired retired).
Got mine a few months back (End of January maybe?)
No mention of my MD restrictions.
Couldn't pass by the 'Screamin Chicken" Patch,

ASA TC&S 64-66, No Such Agency 66-94, Retired..... whew!!

This needs to be updated. Cumberland County won't do NR permits now.

Apparently Lancaster county had a chance of mind and will continue issuing non resident LTCF.
I think there was a short lived glitch in the system that has been since corrected. Still probably the fastest way to get a PA NR LTCF.
