Software falls under export restrictions if it may have any military-type uses.

Again, there shouldn't be anything illegal about this. Encryption falls under export restrictions. To say this is illegal would be ridiculous, oh yeah, I see the point now.

Necro-thread resurrection, but this seems like the right place to point out that full-retardedness is still forging ahead ... this time in New South Wales, Australia.

Among the provisions of the Firearms and Weapons Prohibition Legislation Amendment Bill 2015 (PDF) is an amendment to the Weapons Prohibition Act 1998 stating that a person "must not possess a digital blueprint for the manufacture of a firearm on a 3D printer or on an electronic milling machine."

The maximum penalty is 14 years' jail.

An acquaintance of mine sells 3D printers that print from titanium alloys and stainless steel. They make things like custom hip implants that way. Making a gun would be easy enough to print, just drill the barrel. For the hundreds of thousands one of those printers costs, you could equip a small militia with store bought guns.

The Poles in Warsaw started firearms manufacturing in basements during the uprising after the Germans were defeated at Stalingrad.

One of the issues with 3D printed firearms in the US, is the BATFE declared that the person doing the program is the manufacturer. The same with renting a fully programmed CNC mill to finish an 80% receiver. If you write the program yourself, BATFE puts in the same category as hand finishing an 80%.
