Howard County 4-H Bullseye Club and Damascus Air Rifle Club(DARC) are running their Top Shot fundraiser at the Fair again this year.

No person may illegally or unlawfully carry, possess, or transport any firearms on the fairgrounds.
Open carry is prohibited. Possession of other weapons or objects that might be used as a weapon is
prohibited.

I didn't look at the PDF, but based on what you posted, it seems okay to carry

Is carrying of firearms allowed on Howard County gov't properties? Is the fairground owned by the county? Seems the way the rules are written that they nonchalantly grant concealed carry for permit holders.
