It doesn't say it, but I think they are referring to "Legal" gun ownership, i.e. ownership by the general citizenry. Your stat is probably true for S. Africa, but I'll bet they're illegal arms.

A rule of data analysis is that your analysis is only as good as the data you have to work with. I'd imagine that with China and Russia the true numbers are probably very hard to come by, simply because there isn't any reliable reporting where those numbers are concerned.
