HB317 is a statewide preemption bill - one state, one law with no legal minefields of guesswork as you travel through WV as to whether or not you're committing a felony by carrying. This applies SPECIFICALLY to the eastern panhandle (Martinsburg) and Charleston, who are the most notorious in fielding city property laws!

CALL CALL CALL!!!
Today in Senate Judiciary, Senator Corey Palumbo (D-Kanawha), chairman of the Judiciary committee pulled a fast one. SB317, introduced with enough sponsors to pass the Senate with its sponsors alone, was replaced at the very last minute.
This was done at the last possible second. This was a committee substitute for a committee substitute, and it is awful.
This bill *was* a great bill, solidifying statewide preemption. Now, it allows for city property carry bans statewide. If any of you have any question about Corey Palumbo's position on gun rights, let there be no further doubt.
Palumbo is a lost cause. We'll need to work on him in 2016. He's feeling very confident and comfortable trampling the gun rights of West Virginians right now. We'll see how he feels in May of 2016.
Regardless, WVCDL members and supporters, this is your time to make a difference. You MUST call BOTH of your senators and urge them to support a floor amendment to undo the damage Corey Palumbo has done. Call and leave a message, and then call back and make sure you talk to a live body.
I am including every Senator's phone number in this email, by county. Pick up your phone and defend your rights! The leadership of the WVCDL is impotent to help you if you do not call! Look yourself up on the legislature's website to find your Senator. See the link in the comments.
The message: Support a floor amendment to undo the damage done to Senate Bill 317 by Corey Palumbo.
