    FSA shows no improvements.

    Rifles and shotguns. - not significant.
    Will kill youth programs. Backgrounds. Asked MSP how they would enforce law. MSP said ATF will enforce. Passing an unenforceable bill.

    Hough asking - passing a bill when they don't know how it would be enforced. Asking if there is a person to person transfer where gun was transferred. MSP tracts handguns and assault rifles. No data is kept. ATF can't trace long guns either.

    Cassidy now asking about how MSP could enforce. ATF could check the book for input and output of firearm, but not much more.

    Katie up now. Loophole Private sales are not a loophole. Federal law has determined not an issue. Katie explaining Armslist. It is not a mail order place to buy firearms. Once purchased on Armslist, the gun is sent to FFL. Also suicides are not addressed in the bill. Nothing in record that would prevent firearms purchase if you were going to commit suicide.

    Pennack up know. Did I spell his name correctly? Addressing expert witness Daniel Webster that background checks do nothing for suicides and crime.

    Also talking about he FFL cannot do loans, only sales.

    Art up. A fine looking young man according to Klipinger. Saying no one supports that bad guys should have guns. Bills may have a trap that catches a gun owner for making a mistake. Already illegal for a transfer to a prohibited person. Law does not have any affect on criminals. Thinks if you permitted loans, law would "fly."

    Pennack talking above my head. Talking about FFL loaning and filling out forms. Also mention state being a "full contact" state. Not sure what that means, but I think it means the state handles all firearms sales with no federal interference. Someone chime in here.

    Hodge up. Concerned people don't understand NICS checks. No one is going to do this for $10. MD is 37th in the country in providing mental health data to the background system.

    Another Panelist. Shooting sports person. Background checks are simple. Transfers are expensive. $75 or can be more. Expense for handgun was expensive, so some would buy long guns instead. HQL, course, fingerprints, and background check.

    Guy up, not an issue for 243 years. Firearms in crimes are not legal. Fees for loans and transfers will not stop a crime. Talking about severity of punishment.
