AR-15 Recommendation

I'm looking to get my first AR-15 - something inexpensive to decide if I even like the platform. My brother-in-law has a this Radical Firearms AR, but he lives in Virginia and it's illegal in Maryland b/c it's not HBAR. I know Radical doesn't have the greatest reputation, but I was impressed with his. Can anyone recommend a budget AR which is legal in Maryland? I'm willing to buy used or even buy a build kit. Thanks!
