Thinking about buying a Stripped Double Star Lower and a Del-Ton 16" rifle kit. My question is how difficult would that be to put together and would I need any special tools. I'm a beginner and thought this would save me some money instead of buying an already built rifle.

You'll need a small punch, a hammer, painters tape, oil, and an armorer's wrench. A vise helps when installing the castle nut on the buffer tube. ar15.com has a nice tutorial on building the lower from parts.

http://www.ar15armory.com/ar15_receiver_guide.htm This will help with your lower You will need a special vise to put your upper in Brownell, Midway, etc. will have these, a Barrel wrench or the new combo wrenches that are out. Torque wrench to tighten the barrel to proper spec. Wealth of info on the net. They are easy if you have some mechanical ability. Just take you time Tape up surfaces you may scratch and for the love of GOD don't use vise grips.

There are lots of fancy tools you could get but a lot of them are not really necessary. I just used a couple roll pin punches, a standard punch or two to hold things while I put in the roll pins, a lightweight hammer, a screwdriver and a borrowed stock wrench. It can be done without a vise. It would have been easier if i had had a vice and a vice block but it still wasn't difficult. Just be careful with the trigger guard and support it when you put the pin in so you don't break it. I learned how to do it with the brownells videos. Oh and an extra set of hands can be helpful if you dont have a vise to put it in.

He wouldn't need to do that because if he can get his hands on a Del-ton kit the upper that it comes with is already fully assembled. He would just need to buy and complete a lower.
