Maine gives you DE as well and does not require a fingerprint card.
Slightly more expensive than Utah, but saves you paying for another set of prints.

I made myself a reciprocity spreadsheet for MD, PA, and ME based on handgunlaw.us. Just for personal use, but I'll post it in case others are interested. Obviously recommend looking at laws for yourself.

Arizona and Florida are two others to consider. Both get you Delaware.

A Florida non-resident permit is the only one you can use in Florida: they don't recognize any other state's non-resident permits, and they don't recognize Maryland.

Do we even “need” one for WV? That’s permit-free / constitutional isn’t it?

I'm honestly not sure on WV. I would want to go read the law first hand before carrying their without a permit. Back of my mind, I feel like in some jurisdictions, I've read that you have to be a resident for things like constitutional carry to apply. I believe in Virginia, even though they recognize other state's permits, their own permit holders are allowed in places an out of state permit holder is not allowed, but again, I would want to go read it first hand. I'm relying on what I think I've heard others say, and that's not good enough for something like this.

Consider the states you regularly visit and those you plan to visit and check the following sites to check on reciprocity:
    https://www.usacarry.com/concealed-carry-permit-reciprocity-maps/
    https://www.usconcealedcarry.com/resources/ccw_reciprocity_map/

Since it costs money, I have always just kept the UT permit. I got it back when it was good in Minnesota and when PA still honored non-resident permits. Now that I have a MD permit, I'm adding PA since they don't accept any non-resident permits and haven't for years (I pick it up in just over a week). I have thought about adding VA since I go there often, but I just carry there on the UT permit. Since they started issuing non-resident permits, I've been considering the WV permit since they are good in MN (I have family in MN), but I haven't yet.

I go for the minimalist approach to permits and go for the minimum that covers where I want to go. Some people collect permits, and even without that approach, many people like at least two that cover the states they like to visit since laws and reciprocity changes from year to year.

Do you like to go to DE? Many Marylanders go there for the beaches, sales tax free shopping, and outlet stores. If that is you, you are more limited on permits that will work since they don't honor as many state's permits as some. Checking the USA Carry reciprocity map, I was actually surprised at how many states they actually honor, however, many of those states have very limited circumstances in which they'll issue non-resident permits (you work there, you are military stationed there, etc). It seems that the AZ, FL and UT permits are the most common non-resident permits people use to carry in DE.
