    Back in March, a Florida state law was upheld that prohibited 18 to 20 year olds from purchasing firearms. An en banc review of that March decision was requested. That request for an en banc review (a request for a review of the March decision, this time by all judges) was granted in July.

    Because en banc review was granted in July, but the pending review has yet to be held, he's saying that the March decision has no precedential value.
