C&R Renewal - Citizenship Form

I just recieved my C&R renewal and I have a question about the citizenship form (ATF Form 5330.20). Who is the CERTIFYING individual? Can this be yourself? I've been researching this online for a couple of hours and cannot find any straight answer. If anyone has renewed and has the answer, I would appreciate your help.

Confused me at first too.
