C&R Sale FTF To Out of State Resident

I Thought I saw this before in Coin Boys thread, but now I can't find what I am looking for.

Can I sell, as a C&R holder, one of my Type 53 rifles FTF to an out of state resident if I do it at the location of my C&R License?

I thought it was ok to do this. When I try to look it up in the ATF regs., I can't see it addressed anywhere specifically. I know a regular FFL can sell FTF to out of state of long guns and shot guns, I just wonder if a C&R holder can.

ATF Title 27 Part 478.96 (c) (1) is relevant here, I believe.

Can a licensed collector sell a curio or relic shotgun or rifle to a nonlicensed resident of another State?

Yes. A licensed collector is specifically authorized to sell a curio or relic shotgun or rifle to a nonlicensed resident of another state State so long as 1) The purchaser meets with the licensee in person at the licensee's premises to accomplish the transfer, sale, and deliverly of the rifle or shotgun: and 2) the sale, delivery, and receipt of the rifle or shotgun fully comply with the legal conditions of sale in both such States. [27 CFR 478.96 (c) (1)]
