Not really. People have been misusing their private property for as long as their has been private property.

Buildings, junkyards, burn pits, stills, firing ranges, I'm sure the list goes on and on...

Click on the link and give it a couple seconds to load, then hit the pause/stop/reload button on your browser (I use Vivaldi). Lets the article load up and then freeze it before the paywall bs pops up.

yep, guess he has a flashier title. Chantel Manley was originally using the property to conduct C&W classes.
He definitely has a better title, if the discussion is meant to focus on the Moorish occupation. Were you pushing for a different angle, about the "dilemma? " I'm not clear on that. Is C&W a transposed version of Wear & Carry, or something else some of us might not know about? :shrug?

no it wasnt about the Moorish occupation. It is a question wondering how many other Md instructors are using unapproved firing ranges.

    Do you mean 'not disapproved'?

Who "approves" firing ranges? What make a place to shoot "approved"?

I see where the OP is going .

Yes , many and probably most SOMD based instructors use " private range facilities " .

It's not illegal to shoot on private property generally . It is still much rural area , and lots of places to do so safely .

The question comes down to whether a particular property is a Farm , where some shooting happens to take place vs being a RANGE , requiring zoning , and meeting all the requirements of a commercial business .

Kind of parallel to " Farm that happens to primarily board horses" vs being licensed as a Riding Stable .

This is what kinda started the Byron Bell /Manley/ Moorish problem. According to CC zoning regulations
“4.02.290 Outdoor rifle and pistol ranges, war games, archery ranges or other recreational activities using weapons. These uses are permitted by special exception in the WCD, AC, RC, CN, CC, CV, BP, PRD and PEP Zones, subject to the following standards:
[Amended 6-6-2017 by Bill No. 2017-03]
    A. Adjacent areas shall be predominantly undeveloped or occupied by low-intensity land uses such as agriculture, etc.

    B. Facilities shall be constructed in such a manner as to eliminate all danger to people and property from flying projectiles.

    C. War games will be permitted for a period of one year only, subject to renewal.”

Byron Bell, etal. never applied for a special exemption.
Some shooting would most likely not involve a “class/training session” nor would fees be paid to the “instructor”.
