This is what kinda started the Byron Bell /Manley/ Moorish problem. According to CC zoning regulationsI see where the OP is going .
Yes , many and probably most SOMD based instructors use " private range facilities " .
It's not illegal to shoot on private property generally . It is still much rural area , and lots of places to do so safely .
The question comes down to whether a particular property is a Farm , where some shooting happens to take place vs being a RANGE , requiring zoning , and meeting all the requirements of a commercial business .
Kind of parallel to " Farm that happens to primarily board horses" vs being licensed as a Riding Stable .
