Im not sure if this means LA county will now be shall issue or it simply forces the Sheriff to accept conceal carry applications

The County will still be "May Issue", where "Good Cause" is still required at the State Level. This just forces the Sheriffs Dept to act on all applications, not just their favorite sons...

It is a big win for CGF because there are only 58 (IIRC) sheriffs in CA, while there are ~500 police departments. Now, instead of having to sue or pressure ~550 different defendants, they only have to go after the 58 sheriffs.
