I have an '03 Springfield that has case fragments stuck in the chamber. Is there someone that can get them out and check the barrel to make sure
it is ok to shoot? Sorry the pic is not better.

Put a few drops of Kroil in the chamber, trying to get it between the brass and the chamber walls. Let sit overnight.
Push a brass bore brush up into the case from the back. It should be tight enough not to allow the bristles to reverse. Unscrew the brush from the rod.
Put a jag on the rod and come in from the muzzle end with you rod/jag and bump the case body out.

    This.

I'd also add that once the offending frag is gone, wrap 0000 steel wool in the bristles of a snug fitting bronze brush, soak in kroil, put it on a short rod section, and run it in the chamber (NOT into the throat) on a drill. All the funk in the chamber will be gone. Do this regularly with Browning barrels (1917, 1919, m2) and do it EVERY time with the mg34 barrels to keep them running smoothly.

I'm going to go with galvanic corrosion due to dissimilar metal contact. Case split a long time ago and this part was left there. Then they kept jamming in another round to seat the brass into the steel chamber. Left there over time, the galvanic corrosion started on the steel. Stuck is the result.

It only looks like a couple flakes. I'd do the Kroil over night thing and try to gently remove with a dental pick or something similar. I would then inspect the chamber thoroughly with a scope. It could be heavily pitted.
If it's the whole case neck stuck in there, then I agree with EShell.

Have you tried a stuck case remover?
You mean like cerro safe or a broken shell extractor?
They work best with opposing case remnants to get a purchase I think.
A touch with a reamer would probably break it right out I’m thinking.
In the end one of those is more than likely going to be necessary.
Hopefully it comes right out with some Kroil or a hard wood scraper stick thingy and slight twisting motion.

I have seen standing the breech end in an ultrasonic cleaner not only cleans the breech of all carbon it also has removed the brass case leavings too.

Thanks for all the tips. Soaking now...
I’m wondering how those case bits became broke off in there like that and stuck.
    Any idea how it happened?
Were you shooting or or did you happen to pick the rifle up like that from somewhere else.
It came to us like this, no idea how it happened.
This is a good idea and I have a bunch, but they are too short to get in the chamber and use with any force.

Sorry it took so long... seems there is more material than first thought, and it's not brass.

What you see at the 7 o'clock position is a tool made from a small file that is ground down to
a sharp chisel edge. What I believe is in there is a steel case neck, since the couple of pieces I
have removed stick to a magnet. Getting the rest out is for someone else.

I'd check the barrel for bulges.
Then make a cast to see if the chamber is oval-ed out of round or otherwise jammed up some other kind of way.
Once you get it cleaned out as well as you can put a tight fitting patch on a steel rod to see what it feels like could be a start.
In the barrel barrel I have, theirs a very nearly new heavy 06 barrel in there of course that needs some action married up to it for a alternative solution.
Otherwise if I wasn't sure how to asses it properly I would probably high force an empty case in it as a preventive measure or maybe turn the barrel thats on it into a single shot 22 or save it for a Krag sporter barrel.
I dont know what kind of steel case could have been run through it other than a 8mm or remnants of a chamber insert or something crazy like that.
Maybe its whats left of a broken shell extractor or something who knows.

It looks like you had a case head separation. Either a bore brush or Cerrosafe will remove the remaining case. I would check the headspace before firing it again.
