Wow!. I should do that form 1 can. Turnaround time is great! I always put 12" on OAL length to be safe.

Use the correct length listed for the can you wish to manufacture. If the vendor says it is 7.8" use that for the OAL of the can. Saying it is longer than it actually is, will cause severe legal problems, should the ATF go over the stamp with the can in front of them.

You are asking the wrong question. Supposing that they did bring in new people, and those people started with boxes on top, why does it still take more than a day to do these?
I think that they tell the examiners to make each signature a unique work of art.
