FWIW, I was messing around with one of my 20-rd Lancers tonight and was able to load 21 rounds into it. Is that normal?

You can pull this off with 30rd pmags, too. They deliberately leave some room so as to make it easier to slam the mag in on a closed bolt. I'd say it's normal.
