No idea. I've gone half a dozen times and it was only busy once. And not for long.

Do I have to bring targets?
Doesn't hurt. They have paper targets for sighting in along with clays and bowling ball pins but you have to bring your own fruit to shoot. lol. Sometimes there's some steel out there to shoot too. Just depends I suppose.

Target Stands?
They have 'em.

Can I shoot from concealment or holster?
No idea.

Targets... Bring or buy, either way... stands and staplers provided

Steel was available on the handgun range last time I was there

Anything you bring to place on the dirt backstop, you need to clean up

I don't know if they allow draw-shooting or not, but wearing the holster is def. OK

Always better to get there early

Weekend?? Id pass, weekday...... Then again I wouldn't use ANY range on a weekend because I don't like to wait & wait & wait. Maybe it's because I don't have any schedule

Can't guarantee, but I can tell you that I was there three weeks ago on a Sunday afternoon and had the ENTIRE place to myself. After BS'ing with the RSO for a bit, he went to pull clays for a pair or guys, so I truly had it to myself. It was a gorgeous day to boot... good time!

They have stands set up, and provide paper targets, spotting scopes and a staple gun for your shooting pleasure. Any more sophisticated/fun targets you may want to bring yourself.

Can I shoot from concealment or holster?

Dunno... I'd imagine if one (or both) of the pistol ranges were empty that you could pretty much do what you want. Best way to find out is to ask when you get there.
