do all handguns need a spent casing

I am looking at FN FNX-9 and FNS-9. One of them comes from the factory with a spent casing and the other does not. Perhaps it does and the info on web site is not correct. What is the regs on casings?

Spent casings are required on all new handguns in MD. If the handgun is used it is not required. Many FFL's will provide a service to get a spent casing from the handgun for an additional fee. I recently purchased two handguns that needed to have spent casing that weren't provided from the factory.

Always interesting that MD is fast to pass new laws but never remove ones that have proven to serve no purpose.

the reon no one uses it is that the states attornys know that the defense will prove there are microscopic changes every time a wespon is fired so there is massive reasonable doubt. tey get it and the delegates were told this also sevceral years ago but wouldnt listen. hence stupid law

FN sends them. Always make sure the seller hasn't removed it, though. FFL 07 (MFGs) can produce a casing.
