    Im working on it as I type this.

    Remember there are several exemptions to the HQL training requirement.
    Honorably discharged military vetran.
    Own a handgun registered in Maryland prior to Oct 1, 2013.
    Hold a Maryland Hunter Ed course card (taken after a certain date the I can't remember)

    I will post the class info as soon as everything is finalized.

    I am exempt, recent purchase

    I point out the exemptions because while I want/need to make a living I refuse to take advantage of people. I will not misrepresent any training I offer. There are other instructors that don't have the same moral compass I do.

    So, both are correct and incorrect at the same time

    I've owned my pistol for a couple of years now... to understand this, I don't have to apply for a HQL to purchase a new one?

    You need a HQL to make any handgun purchases from today forward.

    You are exempt from the training requirement with a prior purchase.

    Thank you for the quick response! I don't think I will be submitting my fingerprints to the state to purchase something that should be protected under our rights.

    Nope, they are consistent, nit sure what version you are looking at, here's what went out in the last Maryland Register and was voted on.

    They both say regulated firearm.

    Here's what SB281 says:

    ((E) AN APPLICANT FOR A HANDGUN QUALIFICATION LICENSE IS NOT REQUIRED TO COMPLETE A FIREARMS SAFETY TRAINING COURSE UNDER SUBSECTION (D) OF THIS SECTION IF THE APPLICANT:
    ...
    (6) LAWFULLY OWNS A REGULATED FIREARM.


    Here's what COMAR says:

    B. An applicant does not need to complete a Firearms Safety Training Course if the applicant:
    ...
    (7) Lawfully owns a regulated firearm.

    Doesn't the new law state you are exempt from the HQL if you are active duty or retired military along with active or retired law enforcement? This would include the fingerprint and training requirement the way it reads.
