I’d also demand a refund if I didn’t pass, but met the MSP standards, and if he doesn’t provide a refund then I’d sue him.

If he states it up front there's no case. You pay and agree. If he doesn't and then tries to deny you the cert then that'd be another issue.

MSP and the law set the minimum requirements. He's free to set his own and for people to tell him to fvck off.
