Elementary Schooler with Semi-Auto Pistol

The attached photo from WTTG TV shows a pistol and ammo confiscated from an elementary school kid. My question is about the ammo: The bright reddish-orange bullets look like snap-caps to me, but I have seen another news photo with a confiscated firearm holding similar colored ammo. Is anyone familiar with actual ammunition having those colored projectiles?
