I have a revolver that I want to give to my dad. What would be the appropriate way to do this ? Go to MSP and transfer ? Would it be considered the same as any other transfer ?

If both of you are MD residents, then give it to your father and he has five days to fill out the MSP application for purchase/transfer form and send it in. There is no waiting period, no fee, no need to even go down to the MSP barracks except to pick up the form.
