Well this is frustrating. "Not administered by a law enforcement agency."

The officer definitely stamped the print card. Calling them at 8am when the office opens and hoping they didn't deep 6 my print card already.

    Anyone else have this happen?

It is possible that the UMBC police operate under Maryland's "special police" charter like a lot of campuses do. If so then Florida may not consider them a law enforcement agency. Here is some more info on Maryland's special police program:

Got mine done at UMBC when I applied to Florida. No problem then. Don't see why anything should have changed.

Had FL prints done at UMBC PD also.

I filled out the FL application online and requested cards at the same time. Got the cards a week later and had prints done at UMBC PD and mailed it off. Meantime, I got a letter from FL telling me my application was incomplete: missing prints and the fingerprint processing fee, which I had forgotten to enclose.

Before sending the payment, I called FL yesterday morning to verify they had received my print card, in case I had to have another done. They told me 'yes, it is here', with no mention of acceptability. I put my payment in the mail yesterday afternoon, so we will soon see.

So maybe just call them and ask, point out that UMBC is a law enforcement agency in MD, and they have accepted them before from a lot of Merrylanders.

    Just got off the phone.

They said that the stamp did not specifically say police department (I didn't recall exactly what the stamp said and didn't question it).

Luckily, I kept my CC receipt which does say UMBC Police Department at the top. The person I spoke to said that if I email them a copy it should resolve the issue.

Note to self. Attach CC receipt to card when I go get my prints later this week

What stamp are we talking about. I thought writing in on the backside of the fd258 card the department name was enough

They have a rubber stamp with the agency info they place on the back of the card. There may also be a signature/initial block.

I'd have to look again, but I'm pretty sure FL means that they want an agency's stamp on the back.
I'm getting to submit mine after I find some clear instructions on the prints lol. My BIL is active sheriff's office and said he will do the prints if I have a card. Not sure if they have a department stamp though and I've heard that writing on the back was sufficient from several post.
