coming down I-95 yesterday was a low flying helicopter with a camera on the Starboard side. Like it was taking pics of the cars on the Hwy.

News helos can be configured just like a police helo and, in many cases, are the same type of machine. They have HR cameras, infra red, midnight sun lights etc. Or, if you were in VA, it was probably VSP checking your speed. :D

Saw the Marine Presidential Helos' flying in a staggered pattern low over a Boyd's MD corn field I had a stand in back two deer harvest seasons ago, think it was the first day of gun (shotgun) season the weekend after Thanksgiving.

As far as air traffic I'm seeing a lot of military and commercial aircraft lately while walking the dog in Frederick.

It ebbs and flows. I WFH so when I hear some low air traffic I usually throw open Flightradar or something similar. If nothing is in my immediate area I know it isn't boring. Usually get a good look as they buzz my place.
