I have seen similar rankings from other groups, one of them actually had Maryland at the bottom.

Virginia is at #8 and rising; Maryland is at 44 and falling. Of course, VA did go for Obama... I sometimes wonder if that is an indication of a change in what the majority of VA voters will do in the future...
