Its going to be exactly like the 77r, or 4473. On the 7th day you pick up your gun (3 I think for 4473), even if that email has not come back. If you get to day 91 with no response, carry. That will be the law. Some people will have BGOS and not do it, same way some idiot FFLS don't release...

If you recall, the big orgs for whatever reason weren't backing his case initially. It eventually survived and lasted years and years through district courts, 3 judge appeals, en banc, SCOTUS remand, finally ending quietly as a settlement.
