Hal needed for wear carry permit ?

Sure this has been answered but darn if I can find it.
To be sure, one does not need an Hql to apply for wear carry permit , correct.
Since I bought everything I needed before oct.2013 never had reason to get hql. Since haven't Bought any toys since , never bothered to get one.
Sorry for asking a probally redundant question.

No. You don’t need an HQL. You do get a free HQL with your permit.

No.. you don't.. but need other requirements to apply.. 16 hr training (unless exempt), fingerscan, photo etc.
