Is it correct that in P.A., V.A., and N.C. open carry is permitted with no license or permit?
If I remember my count correctly, open carry is legal in 42 states, in one form or another. It is not as unusual as the "anti-rights" crowd would have us believe.
Consult the maps here for more information on this... http://www.handgunlaw.us/ Click on each state shown for more detailed information.
And just to add to to Inigoes response, that is any vehicle or conveyance. Additionally, it really has nothing to do with concealment according to the statutes, which only mention "carry in a vehicle" requiring a license/permit. Doesn't matter whether it is open or concealed, or locked in the trunk. Aslo doesn't matter whether you're sitting in or on said vehicle. Some of these finer points have lead to a bit of confusion here.
In PA, you can open carry anywhere you can go on foot, anywhere that is not specifically prohibited, ie, schools, post offices, courthouses... like that. Our LTCF (License To Carry Firearms) will allow you to travel anywhere else, instead of just the usual exceptions, like, to the range, your gunsmith, etc.
and let's not forget about the Philadelphia exception...
Must have a license to OC inside the city limits.
