Asking for a friend, he moved here and wants to know what he has to do to register one handgun he brought from out of state. I believe he can take info, make, SN, etc (not the gun) to any (??) State Police Barracks and fill out paperwork. Is this correct, or is there a better alternative?

FWIW, the handgun is a Ruger revolver.

Thanks. The links provided are not the easiest for me to navigate, let alone my friend who is an ESL. Do you have to fill out a 77R when registering handgun purchased several years ago in another state? Secondly are they even open because of Covid19? One site says closed for walkins, not sure about where online.

You just need to go to this site. MD Licensing Portal. You will need to create an account as you don't see these choices before you log in.

    Then click this button.

Then select the fourth option and fill in the rest of the info and submit.

FWIW, It is not mandatory to register a handgun in MD. I would not if it were my decision to make

    You are wrong.

If someone moves to Maryland after 9/30/2013, they MUST register any handguns and formerly regulated long guns within 90 days of establishing residency.

If I read it correctly IANAL page 52 says:

    (b) A person who violates this section is guilty of a misdemeanor and on 2 conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $10,000 or both.

    (c) Each violation of this section is a separate crime.

I just didn't know how to read the [5-143] 5-144.

    since 5-144 doesn't mention 143, just 142.

I don't believe 5.143 has any penalties. IANAL.
    That's what I was thinking.

    [5–143.] 5–144.
    (a) Except as otherwise provided in this subtitle, a dealer or other person
    may not:
    (1) knowingly participate in the illegal sale, rental, transfer, purchase, possession, or receipt of a regulated firearm in violation of this subtitle; or
    (2) knowingly violate § 5–142 of this subtitle.
    (b) A person who violates this section is guilty of a misdemeanor and on conviction is subject to imprisonment not exceeding 5 years or a fine not exceeding $10,000 or both.
    (c) Each violation of this section is a separate crime.

Registration is 5-143. Other than [5-143] being next to 5-144, there's no mention of 143.

It is somewhat confusing why line 25 includes "[5–143.] 5–144."

Is that both sections apply to the penalty below? Why is "5-143" in brackets which is inconsistent?

I am going to consult with my lawyer.

    Called the lawyer...

Subsection A makes the knowing participation in the illegal, sale, rental, possession, or receipt of a firearm in violation of this subtitle [meaning any of the Maryland firearm subtitle 1 regulated firearms] prohibited.

Subsection B defines the penalty regulated by Subsection A. 5-143 specifically falls under the "possession" element of subsection A.

This is not legal advice. Do what you want. However I do not want to see good guys get jacked up on some silly MD gun regulation.
