    This thread will be used for discussion of the meeting of the Handgun Permit Denial Board on August 5, 2019.

    DPSCS website link below. This link will be updated to reflect a change of meeting status or possible change of venue. Future meeting dates, time, and the location of the meeting is posted on the DPSCS HPRB website.

    As of July 8th, 2019 the Handgun Permit Review Board (HPRB) meets at The Fifth Regiment Armory, 219 29th Division Street, Baltimore, MD 21201. Meetings are scheduled to begin at 6:00 pm.

    I’m interested to know if tonight’s hearing at FORT SMALKIN will continue Brigadier Judge General Smalkin’s “THREE FIFTHS COMPROMISE”?

    As Maryland continues on its backward Civil Rights path its own “FREE STATE” citizens now enjoy the guarantees of only “THREE FIFTHS” of our Bill of Rights: the Third Amendment, and Sixth through the Tenth Amendments.

    Infringed: First, Second, Fourth and Fifth Amendments.

    NOW Brigadier Judge General Smalkin, Commanding General of the Maryland Non-Defense Force (formerly the Handgun Permit Review Board) has instituted the “THREE FIFTHS COMPROMISE” for the weekly MNDF hearings:

    only 3/5 of the appointed Board members are ALLOWED TO VOTE at each hearing.

    What some would call deliberate, manipulative scheduling: also known as “vote rigging”?

    The Non-Smalkin Board members meekly go along.

    Also stating the board has read the law and understands the restrictions and powers of the board. Said limitations based in the oath. "Support the Constitution of the United States and laws of the state of Maryland". Not sure where he was going with this. Strange that other boards have not had an issue making decisions.

    Now talking about 4th circuit. Understands there are challenges to law. Now talking about court of special appeals and three judge panel. Then goes to the full court of appeals. 7 judges and majority rules.

    Seems to be stick on a specific interpretation of the law. Yet admits is unclear and being challenged. Like I said before again and again, if the last several boards were operating outside of scope, Baron Von Frosh would have had them in court.
