^^ First you need to find out what DNR considers baiting. (Hint) It doesn't include smells. Feeding is the big NO NO. Food, grain, minerals, all are bait. Doe urine, earth scent, acorn scent etc is not bait.
That's called "Attractant" and "Cover Scent". Do not ever call your last resort out as something it is ain't in public. This is why you never call a Muzzleloader a Rifle. Just call it a Muzzloadin' Gun or Maryland will ban those from use too.
Seriously though, Bait is items termed such as "Food Source" or "Edibles", such as Corn, feed blocks, salt blocks, liquids like Co-Cane, Buck Jam, Minerals in a bag, Acorn Rage stuff, the list goes on, etc.
You can spray anything from a bottle. Deer can't eat or ingest that.
Long story shorter, when you are hunting public lands you are supposed to take: You, Orange, and Weapon.
What happens on Private Land is mostly your own business.
