I am a C&R license holder and I am in the process of getting a garand through CMP. Does this garand purchase need to be recorded in the C&R book of recorded transactions?

I recall some comments from like a year ago where some people said that they logged any C&R firearms acquired while having their C&R license into their book (even if they did not use the C&R license to acquire the firearm.)

This is true. All C&R acquisitions go in the bound book while the license is active, regardless of actually using the C&R for the purchase.
