Gun bills up for consideration. Here is a list of some bills and proposals relating to gun violence that could be discussed in Tuesday's legislative session:
• HB 2483: Would loosen but not do away with state law barring municipalities from regulating firearms, giving Philadelphia more latitude to control weapons here.
• HB 1013: Requires firearms owners to report lost or stolen guns within 24 hours of discovering the loss or theft.
• HB 871: Creates a statewide limit of handgun purchases to one a month; gun dealers, antique collectors and law enforcement exempt.
• HB 872: Permits city of Philadelphia to enact an ordinance limiting handgun purchases to one per 30 days, subject to voter approval.
• HB 764: Bans sale or ownership of assault weapons, except for those who already own such weapons, provided they pass a background check and safely store and register weapons.
• HB 874: Philadelphia assault weapons ban, subject to voter approval.
• HB 873: Mandatory police tracing of firearms illegally possesed by anyone under 21, through National Tracing Center of Federal Bureau of Alcohol, Tobacco and Firearms.
• HB 2906: Permits search and seizure without a warrant of parolees who have committed violent or firearms offenses.
• HB 1016: Creates low-interest loan fund for police to purchase equipment and modernize facilities.
• SB 1281: Provides competitive grants to local governments who add more cops to the street.
• HB 17: Requires safe storage- trigger locks and locked boxes of firearms on premises where minors live.
• HB 2735: Establishes a first-degree misdemeanor penalty for those disclosing grand jury testimony with the intent to intimidate a witness, retaliate or tamper with jurors.
• HB 2736, 2775: Creates a witness relocation program within state attorney general's office.
• HB 954: Expands list of those prohibited from having a firearm and upgrades the offense for carrying firearms on streets or public property in Philadelphia to a third-degree felony.
• HB 1198: Creates five-year mandatory sentence for anyone with two prior convictions for a serious violent crime or serious drug trafficking who is then convicted of possessing a firearm, and a 10-year term for those with three or more prior convictions.
• HB 2016: Imposes a minimum bail amount for those charged with offenses in which a firearm was used or displayed
• Other proposals include requiring ballistic identifiers on all handguns sold; protecting drug prosecutors; state grants for construction trade training for ex-offenders and the unemployed in poor neighborhoods.
