Would a M1A NM model NA9802 be treated as a long gun in VA and available for purchase by a non resident of VA? If so could a VA ffl serve as the receiving ffl for one purchased online from out west. Thanks.

If you are trying to get around MD laws as a resident, that is asking for trouble.

If not a MD resident, whatever VA laws apply.

Yes, provided the laws of the state of which the purchaser resides do not otherwise prohibit the transaction. That means that a resident of CT or CA cannot buy a rifle prohibited as an "assault weapon" by their local laws in VA or anywhere else whereas a resident of AZ could buy the same rifle from the same dealer in VA.

Basically, if you are trying to skirt a ban, the answer is no.

Don't believe your gonna find a VA FFL wanting to do this anyway. If you're a MD resident, best to deal with a MD FFL.

Good luck finding an FFL to do a transfer for you, in Virginia, IF you are a Maryland resident.
They know the laws, and don't want to risk losing their FFL, and I don't think you want to risk spending some time in the Graybar Hotel.

Have the rifle sent to MD and pay the transfer fee, and wait the additional 7 days for registration.

Thanks for the info. In my quick effort to ask a quextion for a friend, I failed to include a key piece of information. I was asking about a transfer in Va for a friend who has a home in FL but is temporarilly in VA. He was hoping to make a purchase before getting back to FL in late February.

    Merry Christmas.
