1. Too much overlap between local, state, and federal.
2. Too vague

Requires more thought, but my current knee-jerk attitude is that there should be only federal laws since this is an enumerated right in COTUS. Most restrictive wins, so even if the feds start implementing laws more strict than states, the result is the same as if there are only federal laws.
