SHALL BE in an audio and video format which is in abundantly common use, and maintained to mainstream standards. SHALL NOT be abridged, edited, or censored. Attempt to circumvent, upon conviction, will be deemed be guilty of a felony and not more than 3 years in prison.

Audio shall be simultaneously streamed and archived for public record, audio quality must be sufficient to serve as judicial testimony, and video quality of a 'high definition' rate and recorded for public record.
