Sending criminals to prison has trickle down repercussions when it come time to vote.
No inner city politician wants to lose votes from the criminal's parents, grand parents, aunts, uncles, brothers, sisters, cousins, and friends.
Put one away and a politician has the potential to lose 20 or more votes.
