****Got mine. Postmarked 10/18. It looks pretty hokey and not that I am an expert but it looks like it would be pretty easy to forge - not that forging it would allow you to get anything as you still have to fill out forms as well as I assume show other ID, etc..like before 10/1.

Got mine today, mine is in the 50's. I have one question, I did not think you needed an HQL to just rent a firearm. The reason I ask is that on my new HQL it states "The person identified hereon has been licensed by the State of Maryland to purchase, rent or receive regulated firearms in accordance with section 5-117.1 of the public safety article.

This leads you to believe that you need an HQL just to rent a firearm?

281 defines rental as the use of a firearm temporarily transferred from the owner and his property for "consideration" . Renting at a range is not considered a rental under 281.

Maryland just ain't that big for the mail to take more than 2 days.......

I don't know about where you live, but since the USPS started downsizing and especially since the Frederick sort facility was closed, mail often takes 3-5 business days here is SW Frederick County...

Mine arrived today; 16 days after I applied (3Oct)

I am somewhat annoyed to find my Soundex on the back.

If you are doing that, why even issue a HQL number?
