    As a md resident do i need to have an ar10 lower transfered from va or is it cash n carry??

    Uppers of any caliber are cash and carry in MD, and should be cash and carry in any other state. No paperwork needed to buy them as they do not have the serial number on them.

    The receiver is the controlled (serialized) part that BATFE is interested in and paperwork must be done on when purchased.

    The AR-10 lower would be treated as any non-regulated long gun purchase. If you are procuring through a VA FFL, cash and carry. If purchasing through an individual who is not a MD resident, it would have to go through an FFL due to Federal law.
