Question about my Remington 870 Express..

Can I use any 870 barrel on it? Right now it has a 28 incher on it.

Yes. All an Express is, is a no frills 870.

It's a 12 guage just wondering if there were differences between the barrels that go on the tactical/express/etc..

Nope. You're good to go. Their may be a difference with the magnum receivers, but I'm not sure about that.

The only difference with the other barrels will be the finishes.

I think that all the Expresses are magnum receivers. Just need to know that you can't shoot a 3" or 3 1/2" shell out of a bbl that is marked 2 3/4".
