registration of new member issues

buddy from Ohio wants to become a member here but he's getting the 403 forbidden page..on top of that his IP address has been banned O.o his member name is dekibgd

what should he do?

I know someone who signed up a couple month ago and had the same thing happen. They had to refresh a few times and it went through.
