    Ramirez' bill was withdrawn in judicial proceedings committee due to an unfavorable report ... which may be a symptom of the reason that he's leaving the Senate and running for SA in PG County.

    Hopefully this one gets an unfavorable report as well

    Huh? Where’s the last one. Only thing I see about POSESSION in relation to mag capacity is use in the commission of a felony of a mag over 10 rounds in capacity violates the AWB.

    (1) TRANSPORT A RAPID FIRE TRIGGER ACTIVATOR INTO THE STATE; 4 OR 5
    (2) MANUFACTURE, POSSESS, SELL, OFFER TO SELL, TRANSFER, 6 PURCHASE, OR RECEIVE A RAPID FIRE TRIGGER ACTIVATOR.

    and the penalty is 4-306

    Except as otherwise provided in this subtitle, a person who violates this 9 subtitle is guilty of a misdemeanor and on conviction is subject to imprisonment not 10 exceeding 3 years or a fine not exceeding $5,000 or both.

    yes, this will make possession a felony as I read it.

    using it in a felony or crime of violence is an extra penalty

    Yep, thought that already existed? So just make sure to commit a felony with a magazine of 10rds or less in a Mini 14..

    That was updated back in 2013, this is nothing new, and it is using a magazine in the commission of a crime, not mere possession.

    So if someone bought an AR with a rate of fire "accelerator" installed from the factory, this would criminalize that weapon and force the end user to modify their weapon from the factory designed and tested configuration or become a felon. I wonder if these lawmakers really want to make the state liable for forcing individuals to modify their firearm's trigger mechanisms to comply with state law. One accidental discharge that kills someone could come back on the state.

    Rules of baseball programming note:

    When the bill sponsor pulls a bill from consideration, it is listed as Unfavorable/Withdrawn, as the committee will vote it so for the official record. This bill never received a hearing, so the only way it could be slated for a voting session would be the sponsor withdrawing, which (s)he can do for almost any reason.

    They...simply...don't...care. It's political grandstanding to throw (vegan) meat to their base before the 2018 elections.

    Then we need to get them to admit to it on record when this bill is bring heard. It would be damning evidence in any court case and it should scare them.

    Doubtful. Daniel Webster disavowed his 2013 testimony under oath, homicides are up 35%, yet the stupidity continues. Judges allow this because they are cronies of the Democrats and the Supreme Court refuses to take a case.

    Interesting... they define this as a device that accelerates "beyond the standard rate of fire". So if a gun is designed and built and delivered with a bump stock then the "standard rate" of fire for that firearm is whatever you can achieve with the purchased weapon.

    Gonna be a lot of people with their pants falling down if we can't heve belt loops anymore.

    By the letter of the law, this would criminalize anyone shooting in the SASS (Single Action Speed Shooting) otherwise known a cowboy quick draw shooting. Those folks have work done on their triggers to make them shoot faster (hair trigger). Even though they only shoot 1 round at a target, that shot is taken with a handgun that has been modified to fire quicker than the factory intended for that handgun.
