Pre 13 lowers are fine, it is the full rifle that is the issue.if bought pre-13 and transferred to himself before then he can possess it. I know a few guys who have x39 Arsenal Ak's they got pre 13.

MSP has always known that the Bushmaster Rifle on the ban/regulated List is an entirely different type of rifle, mechanically. It is not an AR.
